RF, stejně jako USA (ty údajně přislíbily je nepoužívat s vyjímkami), obě Číny, obě Koreji, řada arabských států, Izrael, Vietnam, Indie a jiní nepřijali ani neratifikovali Konvenci o zákazu používání, skladování, výrobě a "transferu" protipěchotních min a jejich zničení z 18. září 1997 (jinak též Ottawská dohoda), která by je zavazovala k "nepoužívání", takže nejde o nějáký zakaz, ale o dobrovolné vzdání se "práv"

na ruských serverech jsem se setkal s tvrzením, že miny opatřené autodestrukčním zařízením jsou v souladu s "mezinárodními požadavky".

Krom toho v preambuli se píše, že "... skoncovat s utrpením a obětmi na životech způsobenými protipěchotními minami, jež každý týden usmrcují nebo mrzačí stovky lidí ..", takže principiálně jde o to, proti čemu jsou protipěchotní miny zaměřeny (tj. proti živé síle s úlohou způsobovat bolestivá zranění, prvoplánově poranit a ne nutně rovnou zabít), způsoby jakým fungují (ruční odpal*, sebezničení, "nic" ...) nejsou v duchu konvence vůbec řešeny. Přímo se totiž píše o "přítomnosti, blízkosti nebo kontaktu osobou".
Jediná vyjímka se vztahuje na možnost mít určité malé množství min, které mají sloužit k výcviku a vývoje boje proti nim, a dále k převodu již existujících min k jejich zničení.
* technicky, mina (resp. nálož) která je odpalována výhradně na pokyn ručně (tj odpal vědomě provadí obsluha), není považována za protipěchotní minu ve smyslu úmluvy (dle čl. 2, odst. 1)
Celé znění úmluvy v češtině lze dohledat, ČR jakožto jedna z segnatářů ji má ve svém právním řádu, takže byla publikována ve sbírce mezinárodních smluv, částce 15, sdělení č. 29/2000 Sb. m. s., ze dne 4. dubna 2000
