Podle Mustafy Džemileva, vůdce Krymských Tatarů, bylo ruskému ministru obrany Sergeji Šojguovi navrženo, že z Turecka bude vyslána loď s kapacitou 1000 lidí. Výměnné akce se měli účastnit i turečtí pozorovatelé. Po doplutí do Mariupole, budou z Azovstalu evakuováni přítomní ukrajinští bojovníci, kteří budou internování v Turecku až do konce války. Recipročně budou propuštění ruští vojáci zajatí na Ukrajině. Ruský MO tuto nabídku odmítl.
